Abstract

The article examines the process of interaction between small businesses and the Ministry of Defense on the example of the USA. The issue of cooperation of small enterprises in the ongoing Russian-Ukrainian war is investigated. Today, a stable defense ecosystem has been created in Ukraine, which has become part of the national economy of a democratic society. It includes state customers of weapons systems, developers and manufacturers of weapons systems, as well as a number of private and scientific enterprises. It has been investigated that a certain distribution of roles of state customers and non-governmental organizations has developed in the defense ecosystem of Ukraine. The organization of the development of weapons systems, the creation of which takes several years, is carried out by the Ministry of Defense as a state customer. Organization of the development of weapons systems, the creation of which requires several months, is carried out by other state customers and non-governmental organizations.

It is important to ensure the high quality of weapons systems at the first stages of their life cycle, namely at the cycle of development and production preparation: research and development work, testing, organization of production.

A quality management plan is proposed, based on partnership relations between the Ministry of Defense and small enterprises during the life cycle of the weapon system.
