Methodological basis of justification of decisions in the management of the restoration system of weapons and military equipment

Abstract

The article shows that the scientific nature of management at the present stage depends on the degree of consideration of a large number of factors that determine the quality and efficiency of the object or organization (system of objects or organizations). At present, in the difficult conditions of hostilities, the increased amount of incoming information, the desire for objectivity of decisions, created the preconditions for the emergence and development of theory of decision-making, which is called «decision theory». In addition, the question of the need to use the criterion of insufficient basis − the Fishburne criterion − for military organizational and technical systems in decision-making. The considered criterion is a general Laplace criterion and allows to optimize the decisions made in the dynamic situation of the information situation. The conclusion on almost any impact on the system in order to increase its functional efficiency entails certain changes in all its components once again confirms the need to approach the system as a single organism and at the same time indicates that the quantitative assessment of the impact on the system is a rather difficult task. Its complexity is due, firstly, to the interconnectedness of all qualitative and quantitative characteristics of the system, and secondly, the uncertainty of the situations of its operation. In some situations, a particular measure may cause a significant increase in functional efficiency, in others − the failure of the system to meet its objectives. The final and objective choice of ways and specific measures to manage the recovery system is possible only on the basis of a quantitative assessment of the functional efficiency of the system in a wide range of different situations of its operation.
