Concept of planning of weapons development on the Euro-atlantic approaches basis

The expediency of using Euro-Atlantic approaches in the defense planning system is considered. The formation of the concept of planning for the development of armaments and military equipment was initiated, based on the methodology of value-oriented project management, programs and portfolios, integrated into the planning system for the development and procurement of armaments and military equipment in Ukraine. The greatest attention is paid to the formulation of the concept of "value". Proposals for quantification of its value are given.
