METHOD OF DETERMINATION OF THE ARMAMENT AND MILITARY EQUIPMENT PRODUCTION ABILITY

The methodology of determining the indicators characterizing the technological and economic capacity of the defense-industrial complex enterprises to create a certain nomenclature of weapons and military equipment (WME) is considered. The methodology based on a compilation of qualimetry methods and expert methods in relation to the indicators of fi nancial and production activity of enterprises. The peculiarity of the methodology is the widespread use of the group accounting arguments method. That is decomposition of all activity enterprises indicators into at least three groups: administrative-fi nancial and political factors; production and technological capabilities in the production (development) of WME; scientifi c and personnel potential in the production (development) of WME. In order to obtain adequate results, the decomposition of indicators should be extended to the stages of the WME production ability. Decomposition should be extended separately to the indicators of enterprises, when new products are developing and separately its serial production. Another proposed level of decomposition of enterprise indicators is their fi eld of activity, which is caused by the diff erent level of their knowledge intensity and the level of adaptability. Versatility is the peculiarity of the technique. It allows to make comparative assessment of certain types of WME in terms of their ability to create production at certain enterprises. It is taking into account tactical and technical indicators for a comprehensive assessment of their technical and economic level. Methodologically and programmatically, it is compatible with the methods of complex comparative evaluation of WME, described in the article. In addition, the methodology makes it possible to make a comparative assessment of the ability to create this or a typical WME to a number of alternative enterprises that are ready to provide the necessary information about their fi nancial and production activities. As a rule, these will be domestic enterprises.
