Abstract

One of the key problems regarding the functional capabilities of the Armed Forces is the technical equipment of the Armed Forces, the absence or imperfection of which does not allow to technically solve the assigned combat tasks. The purpose of this study is to form a new vision of ways to improve the system of development of the armaments of Ukraine as a basis for creating and maintaining the combat capabilities of the Armed Forces. The main directions of the development of the system of equipping NATO countries with weapons are considered.

The article analyze the processes of equipping the Armed Forces of Ukraine with weapons and military equipment, analyze and distinguishes four periods of budgeting for the development of weapons in Ukraine from the pre-war period to the present, shows the dynamics of adoption of weapons (supply), admission to operation of new types of weapons of Ukrainian and foreign origin, the effectiveness of the implementation of the RDV was evaluated on the basis of the assessment of its level of maturity according to the TRL scale. Problematic issues and ways to solve them are shown. It has been investigated that the frequent change in the priorities of the development of weapons is the reason for the spontaneous development of new types of weapons and the irrational use of defense resources.

Approaches to the reform of the weapons development system are defined. Proposals for improving the system of weapons development in Ukraine are provided. It is proposed to get rid of the uncertainty and frequent changes in the priorities of the development of armaments, to concentrate investments on the priority directions of the development of armaments. The priority directions for the development of weapons should be determined based on the approved list of programs (projects) for the development of capabilities.
