Decision-making support tools for strategic planning The paper describes a new original approach to strategic planning. The approach is based upon modern expert decision support methods, including hierarchic problem decomposition, dynamic alternative estimation, pair-wise comparisons, and resource allocation. An opportunity of using different estimation scales allows us to increase the credibility of expert examination results and improve strategic planning process. Implementation of the approach is illustrated by an example, where a set of military forces development projects is estimated.
