Comparative analysis of defense planning systems of the USA and Ukraine

The evolution of changes in the US defense planning system is studied by analyzing the functional relationships between its elements. A three-step process is considered, which combines the System of integration and development of common abilities, A system of planning, programming, budgeting and implementation, Defense order system. A comparative analysis of the compliance of elements of the defense planning system of the United States and Ukraine is carried out. The aim of the article is a comparative analysis of the retrospective of reform and consideration of the existing defense planning system of the United States and Ukraine, the changes that have occurred in recent years and the cause-effect relationships that accompanied this process. Research on this topic was carried out using such methods and procedures of system analysis as abstraction and concretization, decomposition, clustering and classification. The results of the analysis indicate the need to reorganize the defense planning system in Ukraine by introducing most of the elements, procedures and principles of the US defense planning system, taking into account the peculiarities of the military-industrial complex of Ukraine.
