Abstract

The article considers the peculiarities of state management of defense resources from the standpoints of micro-budgeting and macro-budgeting. The attention is focused on the regulatory framework, which contributes to the effective management of defense resources. The administrative rules and specifics of the organizational structure of the defense management system are considered as well. The institutional norms, which are established in the estimation of efficiency of management of defense resources, are investigated, in particular, the norms of state budgeting are analyzed in detail. These are perspective directions of management of defense resources according to the experience of the United States, among which were singled out: change of the regulatory framework, administrative rules, organizational structure and attraction of additional financial resources.
