Problem issues of the development and implementation of the state targeted arms development programs during the state of war

The purpose of the study is to highlight some systemic negative phenomena, in particular during the planning of the development of weapons and military equipment, to identify the causes of their occurrence, as well as the expected critical consequences of their influence. The sequence of defense planning processes for the development of capabilities, in particular the development of weapons and military equipment as their main constituent elements, is considered. The main factors that negatively affect the effectiveness of the specified process are identified. The reasons leading to a non-systematic approach during the formation of state target programs for the development of armaments have been identified. It was emphasized the need to reflect in the relevant program documents of the development of the Armed Forces of Ukraine the high dynamics of changes in restrictions, nomenclature, volumes and terms of providing military-technical assistance that comes to Ukraine from partner countries. In general, the study is aimed at developing practical recommendations for improving the defense planning system in terms of weapons development. Requirements for the processes of medium-term planning and programming of the development of the technical equipment of the Armed Forces of Ukraine have been formed as proposals. Also, based on the analysis of standards and procedures to be adopted in NATO countries, it was emphasized the need for the General Staff of the Armed Forces of Ukraine to develop medium-term and long-term programs for the development of capabilities, which is a guarantee of a well-founded determination of priorities for the development of armament and equipment as components of these capabilities. A mission-oriented approach to the formation of capabilities is proposed, as well as an approach that involves increasing the role of the Joint Forces Command and operational commands in the process of capability assessment.
