Abstract

The article presents a methodology for functional-point assessment of the effectiveness of elements of the military-technical policy system in wartime. The relevance of the study is due to the need to increase Ukraine's defense capabilities by integrating modern weapons into combined arms systems that include control, logistics, personnel training and combat use.

A new approach to the analysis of functional elements of military-technical policy based on the assessment of their ability to achieve the target indicators of defense capability at a certain time is proposed. The methodology is based on the international standard IFPUG (International Association of Users of functional points) and provides for the evaluation of projects for the development, development and implementation of military-technical policy through the calculation of functional points, their weights, complexity of operations and adjustment factors. The algorithm for applying the technique is defined, covering 7 successive stages – from decomposition of elements to adjustment of results, taking into account the specifics of the system. The proposed approach allows for a quantitative assessment of defense capabilities, identification of critical gaps in the implementation of military-technical policy and provision of reasonable resource planning. The methodology can be applied in the practice of the Defense Forces of Ukraine, executive authorities and subjects of the military-industrial complex.
