Methodical approach to cost assessment of modernized armament on industrial enterprises

Method for assessment of modernized armament sample is described in paper. It permits to delete the contradictions between approached of industry and Defense ministry to that cost. Method is based on expert assessment of the samples characteristics importance and on the clear mathematical apparatus. Experts are ranking the sample characteristics only. The proposed mathematical apparatus provides the following calculation operations: calculation of the weight coefficients for characteristics; normalization of the technical indexes of sample under modernization (base one) and a same for modernized sample; calculation of summarized indexes of technical performance of these samples; distribution of base sample cost between characteristics groups (battle and auxiliary) proportionally to summarized indexes of its technical performance; distribution of cost of every characteristics group between indexes of base sample technical performance; calculation of every characteristic cost of modernized sample; determination of modernized sample cost as sum of costs its separate quality indexes. Two examples of this method application for assessment of cost of modernized artillery missile complex are considered in paper. In the first example, modernization deals with imperfection of alone characteristic. In the second example, modernization deals with imperfection of two characteristics – shooting distance and increasing of combat head mass by virtue worsening of other characteristics. There is proposed to use the well-known statistic data for forecast of both expenditures on the modernization works and operational expenditures for keeping of sample combat capability during its life cycle.
