Process approach in life cycle management of weapons and military equipment on the basis of program and project management

The article analyzed the shortcomings of the domestic lifecycle management system, which are characterized by the lack of full coverage of the entire life cycle, imperfect infrastructure, presence of long bureaucratic chains, low level of IT application, lack of unified information environment and others.
The U.S. approaches to applying the methodology of programme and project management in the context of managing the entire life cycle of weapons and military equipment has been considered. The main advantages of the approaches are next: reducing risks and cost of entire life cycle, increasing the availability and reliability of the armaments samples, reducing time of been the system of interest at the stages of concept, development, production, support and disposal.
The U.S. life cycle model of weapons and military equipment has been presented, the advantages of using Programme (project) management for coordination activities among all stakeholders from customer side have been defined, the regulatory basis of the life cycle management system used in NATO including system engineering standardsn has been classified, the application of a process approach for coordinated life cycle procedures, effective resource management, wide IT using as a critical element of the modern lifecycle process management system have been researched. - Author Biographies
