The article discusses systemic conceptual aspects of comprehensive technical equipment of the state’s Armed Forces. Technical equipment is presented as a task of strategic significance, solved through the implementation of state military-technical policy. The strategic goal of technical equipment and the tasks to be solved when achieving it are highlighted. The level of technical equipment of the Armed Forces is considered as a certain target setting, the achievement of which is carried out in the process of technical equipment of the Armed Forces using an adequate control mechanism under conditions of resource limitations.
It is noted that scientific, technical, production and technological base of technical equipment is the defense-industrial complex playing a leading role in providing Armed Forces with military equipment and military-technical equipment.
It is indicated the relevance of the problem of forming a unified balanced state system for the acquisition of defense products for state needs and comprehensive technical equipment (re-equipment) the Armed Forces with new models of military equipment of various types and target functional purposes.
This system should cover two purposefully managed and mutually agreed material and technical flows, one of which is associated with the procedures for procurement, orders and supplies of military equipment and the other with the comprehensive technical equipment of the armed forces.
