The impact of the global political environment on the management of military-technical policy

Abstract

In the contemporary context of global instability, geopolitical transformations and increasing military conflicts, the effective management of national defense has acquired heightened significance. The formation and implementation of defense policy are largely contingent upon the political environment, including the balance of power, the role of interstate alliances and the influence of supranational institutions. Modern global challenges such as intensified competition among major military and political centers, the emergence of hybrid threats and the rapid advancement of military technologies necessitate adaptive approaches to defense resource management. This study examines both foreign and domestic research on the global political environment of the management of military-technical policy, highlighting the interaction of political, economic, social and technological factors that determine the effectiveness of national defense systems. Particular attention is given to theoretical and practical contributions from international scholars and Ukrainian researchers, emphasizing strategic planning, intergovernmental coordination and the integration of defense mechanisms within international frameworks such as NATO and the EU. The analysis underscores the importance of a comprehensive approach to the management of military-technical policy, combining theoretical foundations with practical applications to ensure state resilience, maintain sovereignty and enhance international security in a dynamic and unpredictable global political environment.
