On the issue of creating the risk management subsystem for the state programs of armaments development forming

The proposed article, based on the results of research paper carried out upon request of the contracting authority of the Ministry of Defense of Ukraine, which deals with defense acquisitions planning and implementation, describes a scheme and proposals for the establishment of the risk management subsystem within the system of scientific support of state target defense programs for armaments development and plans for public defense acquisitions. The introduction of such subsystem in defense planning will reduce cases of unjustified use of public funds for measures not provided by scientific, technological, production capabilities of Ukraine’s institutions and enterprises. The article proposes the approximate content and structure of this subsystem, develops the main functional tasks of the subjects of the defense acquisition system in defense sphere during their planning and implementation of anti-risk work, their order of interaction in planning defense acquisitions and their implementation in scientific and technical support of planned activities. The proposals presented in the article, in case of their implementation in defense planning, together with other proposals developed during the implementation of research paper on the methodology of identifying, analyzing, assessing and managing risks throughout the life cycle of a required new or modernized armament sample, will facilitate the increase the level of military, technical and economic justification of armaments programs and more efficient use of public funds allocated for technical equipping of the Defense Forces of Ukraine and military formations of other contracting authorities in defense sphere.
